No, this statement was originally made all the way back in 2012 when the game was originally supposed to be released and then it got delayed indefinitely. If Bethesda has already put so much effort, time and money into this game, it would have been a really bad idea not to release it just because (people assume) they thought it wouldn't have been as profitable. So with basic common sense, its easy to come to the conclusion that the statement about quality problems must have been legit and this also explains why Bethesda has stopped promoting and building up the hype for it after the game's original reveal in 2011.
